Chinese authorities charged 28 people months after a brutal beating of several women in a restaurant in June, an incident that was captured by security cameras and prompted nationwide outrage on social media about a lack of safety protections for women.

Prosecutors and police say the incident and the charges were related to broader gang activity in Tangshan, a city of around seven million people about 110 miles from Beijing in Hebei province. In a separate statement released around the same time, Hebei authorities said they were investigating whether police officers were providing protection for local gangsters.
